В настоящее время PVEP применяет моделю сосредоточеного (централизационого) управления нефтегазовыми проектами, для этого PVEP создал PVEP POC, с задачей управления нефтегазовыми проектами внутри Вьетнама и PVEP OVERSEA – для управления зарубежными проектами. В составе PVEP POC и PVEP OVERSEA имеются полноценные функциональные отделы по каждой области деятельности. В состав отдела могут входить как работники со 100% занятостью только по конкретному проекту, так и работники обслуживающий одновременно несколько проектов (их рабочее время распределяется между этими проектами) (см. схему 3).
В зависимости от масштаба нефтегазового проекта, количество должностей необходимое для его реализации может составлять от 20 до 40 единиц, которые обслуживаются работниками функциональных отделов, из которых работники со 100% занятостью составляют 8-10 человек и 20-30 человек – работающие неполное рабочее время (эквивалент 8-10 человекам на полной занятости).
